An electric provider may substitute energy waste reduction credits for renewable energy credits otherwise required to meet the renewable energy credit standards if the substitution is approved by the commission.
Under this subsection, energy waste reduction credits shall not be used by a provider to meet more than 10% of the renewable energy credit standard. One renewable energy credit shall be awarded per 1 energy waste reduction credit.
Section 81, Sub (3) (a)
(a) The number of energy waste reduction credits carried forward shall not exceed 1/3 of the next year’s standard. Any energy waste reduction credits carried forward to the next year shall expire that year. Any remaining energy waste reduction credits shall expire at the end of the year in which the incremental energy savings were achieved, unless substituted, by an electric provider, for renewable energy credits under section 28.
Section 85.
An energy waste reduction credit is not transferable to another entity.
How long is EWRs Good for?
EWR Credits expire 14 months after the vintage year of the EWR
For Example, 2018 EWR Credits are issued in the second half of 2019 and will expire on Feb 28th of 2020.
Using EWRs for REC Compliance
EWRs that CAN be only be used for REC Compliance if
They are Electric EWRs (GAS EWRs can NOT be used REC Compliance)
Used for a REC Compliance year that is not more than the EWR vintage plus 2 years.
The amount of EWRs transferred is not more than 10% of the Renewable Energy Requirement
When EWR cannot be used as RECs:
Gas EWRs can NOT be used for RE Compliance
EWRs cannot be used for REC compliance for periods prior to the vintage year.
Expired EWRs cannot be used transferred to a REC compliance Sub-Account
EWR Credits cannot be used to meet more that 10% of the REC standards

Other Rules for Using/Transferring EWR Credits in MIRECS
Gas EWR Credits cannot be transferred to Electric or Renewable Energy Credits.
Electric EWR Credits cannot be transferred to Gas EWR Credits.
Renewable Energy Credits (RECs) cannot be transferred to Gas EWR Credits.
Electric EWR Credits must be transferred to RECs before they expire
